Responsibilities:  

General Summary of Position:

To provide the site with the required level of Safety direction and support to ensure continued safe and regulatory compliant operation across the Ashtabula Site through effective management of the Safety section of the HSE team, and close collaboration with colleagues both within the team and from other functions.

 

Duties & Responsibilities (Essential Functions):

  • Provide advice and guidance to Site management with regard to emerging safety issues and regulatory trends
  • Proactively identify requirements for safety policy development, objectives and targets for performance improvement
  • Participate in the development of HSE strategy as a member of the HSE leadership/business team
  • Design and implement safety programs to meet regulatory requirements and support achievement of Site and Company strategic goals.

  • Ensure that the site meets or exceeds all applicable requirements of all relevant laws, regulations and standards relating to safety performance.
  • Ensure that safety management systems are in place, operate effectively and are continuously improved.
  • Establish effective safety audit programs to ensure that safety policies and procedures are being enforced and that compliance with company and government requirements is being maintained. 
  • Ensure that safety incident reporting and investigation systems are in place and operating effectively.
  • Ensure that root causes for safety incidents are identified, corrective actions communicated and that status on corrective actions is regularly reviewed.
  • Ensure effective management of day-to-day aspects of safety performance, including case management, through functional Managers, Superintendents and Supervisors.
  • Liaise with Contract Companies to ensure that requirements regarding conformance to site standards, policies and procedures and commitment to safety principles are clearly understood and re-enforced.
  • Manage Safety team performance and ensure that staff are trained, competent and developed to meet plant needs.
  • Provide technical direction and input to the site training program to ensure that safety training requirements are met.
  • Manage the safety team budget
  • Establish and maintain proactive and effective relationships with relevant regulatory, professional and industry bodies and corporate functions and represent the Site/Company in these relationships
  • Work with colleagues from other sites and Corporate to problem solve, leverage best practices, and ensure continued improvement in all aspects of safety Performance.
     
Skills Required:  

Education:

  • Engineering or Science-based degree required

Level & Type of Knowledge/Experience:

  • In depth and up-to-date knowledge of all relevant acts, regulations, codes of practice and guidance documents.
  • Knowledge of chemical processes with a minimum of 5 years in a high hazard (COMAH) manufacturing environment.
  • Ability to represent the Site/Company with regulatory and industry bodies, the wider community and the corporate organization
  • Ability to critically analyze plant operation and maintenance activities, and then prepare clear written conclusions and recommendations.
  • Computer literacy essential
